土地利用规划对可持续发展的影响分析——以南京市江宁区为例

从理论分析入手,论述了土地利用规划对可持续发展的影响,借用"熵"理论定性描述了土地利用规划与可持续发展的系统关系,指出土地利用规划是可持续发展的保证。以南京市江宁区为例进行了实证分析,得出土地利用规划实施对经济的快速高效发展、社会的可持续发展以及生态环境的改善都具有积极影响。针对江宁区土地利用规划中存在的建设用地增长迅速、农村建设用地集约化水平低及耕地质量保护形势严峻等问题,提出了严格保护耕地和基本农田、实施土地生态规划与设计和加强土地集约利用的对策建议。

Effects of Land Use Planning on Sustainable Development with Jiangning District in Nanjing City as Example

Starting from theoretical analysis,effects of land use planning on sustainable development were elaborated.The relationship between land use planning and sustainable development was described by entropy theory,it was pointed out that land use planning is the guarantee for sustainable development.With Jiangning District,Nanjing City as example,it was obtained that land use planning has positive effects on economy rapid development,social sustainable development and eco-environment improvement.Aiming at problems in land use planning in Jiangning District,such as rapid growth of construction land,low level intensification of rural construction land,grim situation of cultivated land quality protection,several countermeasures were put forward,including strict protect cultivated land and basic farmland,operate land ecological planning and design,strengthen land intensive use.
