| 摘 要： | 分析了邵阳市烟叶基层队伍素质稳步提高、管理架构不断完善、基础管理得到加强的建设现状,明确了邵阳市烟叶基层队伍工作压力大、现有编制与需求匹配难、岗位职责多、薪酬绩效有效激励少、人岗不匹配现象突出、队伍基础弱等方面问题,提出了进一步加强队伍建设、理顺"责权利"、夯实基础管理等促进邵阳市烟叶基层队伍建设的对策。

| Abstract: | This article analyzed the current situation of the tobacco grassroots team's quality improved steadily,continuous improvement of management structure and basic management has been strengthened in Shaoyang City,the work pressure,the matching difficulties of existing preparation and demand,heavy job responsibilities,less effective incentive salary,manpower not matching job position,weak contingent foundation were clear and definite,put forward 3 countermeasures for the construction of Shaoyang City tobacco base team:further strengthen the construction of the team;further rationalize the rights and responsibilities;further consolidate the basic management. |
