摘    要:农业保险是现代农业发展的“保护伞”和“稳压器”,完善农业保险制度、提升农业保险风险管理能力,对促进农业高质量发展意义重大。文章以贵州省农业保险风险管理为研究对象,梳理当前贵州省农业保险风险管理现状,分析出贵州省存在的农业保险风险管理体制机制尚未健全、农业保险风险管理现实供求潜力较弱、农业风险有效评估体系仍不完善、科技农险支撑能力风险管理能力有限等问题,进而从健全农业保险发展制度框架、挖掘农险风险管理供求潜力、完善农业风险有效评估体系、全力促进农业保险科技创新等四个方面提出可行性建议,提升农业保险风险管理能力和服务水平,完善贵州省农业保险运作机制,从而推动全省农业高质量发展。

A Study on Enhancing Agricultural Risk Management Capability through Agricultural Insurance in Guizhou Province.
Abstract:Agricultural insurance serves as a "protection umbrella" and "stabilizer" for the development of modern agriculture. Improving the agricultural insurance system and enhancing its risk management capability holds significant meaning for promoting high-quality agricultural development. This article focuses on the risk management of agricultural insurance in Guizhou Province, analyzing the current situation of agricultural insurance risk management in the province, including inadequate institutional mechanisms, weak supply-demand potential for risk management, imperfect agricultural risk evaluation systems, and limited technological support for agricultural insurance risk management. Based on this analysis, feasible suggestions are proposed to improve the development framework of agricultural insurance, tap into the potential of supply and demand for risk management, improve the effectiveness of agricultural risk assessment, and promote technological innovation in agricultural insurance. These recommendations aim to enhance the risk management capability and service level of agricultural insurance, improve the operational mechanism of agricultural insurance in Guizhou Province, and ultimately promote high-quality agricultural development throughout the province.
