论“中国农业支持服务项目”的可行性研究

利用世界银行贷款的“中国农业支持服务”项目,是一种综合技术服务体系的建设项目,在我国利用外资的农业项目类型中还是首次,该项目的可行性研究中有许多新的特点和难点,没有先例可循。作者分析了这类项目的特点,结合这项目可行性研究的实践,提出了如何进行这类项目的可行性研究其及报告的编制。包括项目目标、项目内容的确定、贷款性质的划分、贷款与配套资金的比例、转贷利率、项目设计以及项目的评价方法等。

Discussion on the Feasibility Studies of the Chinese Agricultural Support Services Project

To use the loan of the World Bank for the Chinese Agricultural Support Services Project, it is a constructive project of synthetic technical services system. It is the first time to use this kind of foreign capital in the Chinese agricultural projects, so there is a lot of new features and difficulties in the feasibility studies of the project. In this paper, authors suggest some better methods that how to prepare the feasibility studies according to their study and practice, such as how to make the objective and content of the project, how to divide the characterestics of the loan, the rate of interesting for the loan and the proportion of counterpart funds, and how to determine the appraisal method of the project etc.
