陕西省自然灾害发生特征及灾后损失分析

利用陕西省1996-2010年的自然灾害和粮食生产统计数据,分析自然灾害发生的基本特征及因灾损失情况。结果表明,水旱灾害是陕西省近年来遭遇的主要灾害,两者受灾面积占总灾种受灾面积的80%以上;灾害导致的农业受灾面积和成灾面积呈波动性下降趋势,灾害强度也呈下降趋势;1996年至2010年期间受灾人口、因灾死亡人数、因灾直接经济损失占国内生产总的比重均呈下降趋势,因灾造成的直接经济损失为24.3～302.2亿元,占国内生产总值的0.77%～4.51%。综合分析各项灾损指标,陕西省防灾减灾能力得到较大提升,防灾减灾成效显著。

Analysis on the Characteristics of Natural Disasters and the Disaster Loss in Shaanxi Province

Based on the statistical data of disaster and grain production from 1996 to 2010 in Shaanxi Province,the characteristics of natural disasters and the disaster loss were analyzed in order to provide references for disaster reduction and prevention.The results show that flood and drought are major disasters in Shaanxi Province,affected area caused by flood and drought is accounting for 80% of total area caused by natural disasters.Affected area and suffering area caused by disasters and disaster strength were unstably decreasing from 1996 to 2010,and the index such as affected populations,death toll caused by disasters also unstably declined.Toll of direct economic loss caused by disasters is 24.3-302.2 billion yuan,accounting for 0.77%-4.51% of GDP.The disaster prevention and reduction capability have been greatly improved,and the results of disaster prevention and reduction are remarkable in Shaanxi Province from 1996 to 2010 by comprehensive analysis of the disaster damage indicators.
