| 摘 要： | 长沙市耕地占有量呈下降趋势,人地矛盾突出,耕地后备资源不足,特别是基本农田保护率过高限制了建设用地的空间扩展.政府应加强以土地用途管制为核心的耕地保护管理,完善基本农田保护制度,以保障全市经济、社会的持续快速健康发展.
