| 摘 要： | 集体林权改革既可认为是林业生产过程中生产关系的调整与确立,也可认为是集体林区林业产业结构的调整与创新。实践证明:集体林权改革是集体林区林业经济体系中各种要素重新配置的复杂过程,这一过程具有明显的现实基础,也具有科学的理论依据;林权制度改革是林业现代化发展的客观要求,也是实现山区林农脱贫致富的有效途径;合理的林权制度是实现森林可持续利用的前提条件;林业资源合理高效配置作为政府主管部门进行宏观调控的重要手段,是其加强林业管理,实现林业产业现代化的基础,也是实现南方集体林区和谐发展的保证。
