广西农业投资产业发展现状及对策

【目的】研究广西农业投资产业发展策略,为各级政府及相关部门发展现代农业产业提供决策依据。【方法】2013年以专家访谈、实地调研形式遴选广西农业投资产业,同时调研广西农业投资产业发展状况,分析存在的问题,并提出广西农业投资产业发展对策。【结果】从20个农业产业中遴选出广西农业投资优势产业47个,涉及现代种养、农业投入品、农产品加工生产、休闲旅游及农业高新技术等领域。广西农业投资产业具有投资农业企业多、外资利用得到拓展、政策扶持大、农业投资对农业产业发展作用明显等特点,但也存在农业投资总量和资金来源不足、投资结构不优、政府信息导向不具体、投资效益不高等问题。【建议】应建立稳定有序的多元投资机制、改善投资结构和质量、构建农业产业信息平台、增加农业投资储备项目、完善农业投资法律制度,以促进广西农业投资产业发展。

Development status and strategies of agricultural investment industry in Guangxi

【Objective】Current status and existing problems regarding agricultural investment industry in Guangxi were investigated and corresponding development strategies were proposed to provide references for decision-making in this field. 【 Method 】 Agricultural investment enterprises in Guangxi were chosen through field research and literature consultation. Development strategies were put forward based on analyzing development status and issues of these agri-cultural investment enterprises. 【 Result 】 The screened 47 agricultural investment enterprises across 20 agricultural sectors were involved in different sectors such as modern farming,animal husbandry and aquaculture,agricultural machinery,and agricultural hi-tech industry. There were a great number of agricultural investment enterprises in Guangxi. Guangxi agriculture was promoted by foreign capital,government policies and agricultural investment. But a couple of issues occurred,which were inflexible investment mechanism,insufficient investment and capital source,imperfect investment structure,little investment in agricultural infrastructure,ambiguous government information,and poor investment benefit. 【 Suggestion 】 To accelerate the development of agricultural investmentindustry in Guangxi, the recom-mended suggestions are the establishment of a stable, ordered and diversified investment mechanism, the improvement of investment structure and investment quality, the setup of agricultural information platform, the increase of backup agricultural investment projects and the upgrading of legislation system.
