21世纪初期农业节水的目标和任务

2 1世纪初期 ,要在农业用水量为 40 0 0亿～ 42 0 0亿m3 的情况下 ,满足 16亿人口粮食安全和农村用水需要 ,必须走节水高效灌溉农业与旱地农业并举的道路 ;把提高用水效率作为农业节水的核心 ;水利与农业两部门必须紧密结合 ;国家应将节水高效农业建设列为国家重大基础建设项目

Target and Task of Agricultural Water Saving at Beginning of 21st Century

At the Beginning of 21st century, the total water consumption for agriculture is limited to 400~420 billion m3 in China. In order to meet the food security for 1.6 billion population and the need of rural water use, China should be under the way both of water saving /high efficiency irrigation and development of upland agriculture. In this connection, raise of water use efficiency should be implemented as a core of the agricultural water saving. Both the water sector and the agricultural sector should be cooperated closely. Author suggested that building up a water saving /high efficiency agriculture should be placed on the state key project of infrastructure construction.
