梅里斯达斡尔族区旱改水指导思想及对策

针对梅里斯达斡尔族区水稻发展存在的问题,提出在整顿巩固和提高的基础上,根据水源和水利灌溉工程、土地劳力、技术力量、资金、物资和耕作栽培水平,因地制宜有计划、有步骤地扩大面积,遵循发展与巩固提高并重,提高单产与扩大面积相结合的指导思想,并提出生产上的具体措施。
