基于土地社会保障功能的区域土地整理社会效益测算研究——以南京市为例

从农地社会保障功能出发,提出了土地整理社会效益计算的定量方法,突破了当前的土地整理社会效益评价仅能进行定性评价的局限。土地（耕地）整理的社会保障可包括养老保障、医疗保障和失业保障3部分;根据土地整理增加的有效耕地面积和原有耕地增产情况,分别计算了其对南京市基本人口、被抚养人口、保养人口3类人口的养老保障、医疗保障和失业保障等社会保障功能价值。研究表明：土地整理实施带来了可观的社会效益,养老保障价值仍是其核心,而医疗保障和失业保障作用也越来越显重要;土地整理社会效益定量测算对衡量土地整理项目效益、进行投资决策具有重要作用和实践指导价值。

Study on Social Benefit Evaluation of Regional Land Consolidation Based on Social Security Function of Land

Quantitative method of social benefit evaluation of land consolidation was put forward based on social security function of land,which broke through the limitation of current qualitative evaluation.Social security of land consolidation included three aspects,which was aged security,medical security and jobless security.The three social security function values of basic population,dependent population and maintenance population were respectively calculated according to the area increase of effective arable land and increasing production of original arable land due to land consolidation.The research results showed that considerable social benefit was brought by land consolidation,aged security value was the core,the medical security and the jobless security would be more and more important.Quantitative method of social benefit evaluation of land consolidation would play an important and instructional role in measuring the benefit of project and making investment decisions.
