| 摘 要： | 对形成’９８ 洪灾的各种因素进行分析， 指出森林植被减少、毁林开荒、不合理的耕作方式和围垦， 是导致长江洪灾的人为因素， 并着重分析了水土流失与洪灾的关系． 提出了治理洪灾的几项对策， 即提高全民环境意识、标本兼治、分类经营、制定统一的生态环境建设规划、加强执法和管理力度、注重科学研究等

| Abstract: | The paper analyzed the formation causes of the flood happened in the Changjiang river basin in 1998 It indicated that the decreasing of forest area, cultivating the land from forest and marshes were the main artificial reasons which caused the flood It emphatically analyzed the relationship of soil erosion and the flood The paper also put up several counter measures to harness the Changjiang flood, which were raising the environmental consciousness of all the people, considering the biological and engineering measures, formulating the unified programs of ecological environment, harnessing the basin in the whole area, strengthening law enforcing and management and developing scientific research work |
