长三角一体化背景下欠发达地区高质量发展研究——来自皖北地区的经验分析

皖北虽被纳入长三角一体化规划范围,但仍存在发展质量不高的问题,如人均GDP偏低、产业结构不优、民众收入低、县域经济薄弱和缺乏中心城市等。市场化改革滞后、发展方式粗放、产学研合作少、开放度不高等因素制约了皖北的高质量发展。沪、苏、浙高质量发展的经验集中体现为注重改革创新、产城融合、县域经济和开放发展等。对标长三角中心区,皖北应从探索"创新飞地"新模式、坚定绿色发展、培育协调发展的文化基础、形成改革与开放良性互动和加大共享发展的政策力度等方面提升发展质量。

Research on High-Quality Development in Underdeveloped Areas under the Background of Integration of Yangtze River Delta: An Empirical Analysis of Northern Anhui

Although Northern Anhui has been included in Yangtze River Delta integration,the quality of its development is still relatively low, with problems such as low per capita GDP, poor industrial structure, low income of residents, weak county economy and lack of central cities. The market-oriented reform that is lagging behind, the extensive development mode, the inadequacy of industry-university-research cooperation and the low degree of opening all hinder the high-quality development of Northern Anhui. The experience of high-quality development in Shanghai, Jiangsu and Zhejiang is mainly reflected in the focus on reform and innovation, the integration of industry and city, the county economy and the opening development. Learning from the central area of the Yangtze River Delta, Northern Anhui should improve the quality of development by exploring the new model of "innovative enclave", clinging to green development, cultivating the cultural basis for coordinated development, forming the positive interaction between reform and opening up and strengthening the policy for shared development.
