共同富裕视角下全面推进乡村振兴研究

共同富裕和乡村振兴具有共同的理论渊源、历史条件、时代特征、目标指向和任务取向,共同富裕是乡村振兴的价值依归,乡村是逐步推进共同富裕的重要场域,扎实推动共同富裕与全面推进乡村振兴具有共同的政策意蕴。乡村振兴是实现共同富裕的必经之路。从问题表征看,长期处于高位的城乡差距是实现共同富裕的最大挑战;从致富机理看,乡村实现共同富裕存在诸多"贫困陷阱";从解决之道看,扎实推动共同富裕最大潜力在乡村。全面推进乡村振兴、实现共同富裕要全面提升人力资本,大力推进乡村文化振兴,着力提升农民收入,加大乡村振兴制度供给。

Research on All-Round Rural Vitalization from the Perspective of Common Prosperity

The significant proposal of common prosperity and all-round rural vitalization share common source of theory, historical conditions, era characteristics, objective target and task orientation. Theoretically, common prosperity has the same value orientation as all-round rural vitalization. Historically, rural areas have proved to be the important field to advance common prosperity gradually. Realistically, common prosperity and rural vitalization have common policy implications. Rural vitalization is a must to realize common prosperity. The large rural-urban gap is the biggest challenge in realizing common prosperity. There are many poverty traps on the road to common prosperity in rural areas. The most potential area for realizing common prosperity lies in countryside. Rural vitalization and common prosperity entail the elevation of human resources, advancement of rural culture, improvement of rural incomes, and enhancement of institutional supply.
