大数据时代我国意识形态安全精准治理实施策略研究

精准治理是大数据时代我国意识形态安全治理的基本要求,对提高治理效果具有重要意义。可通过在思维、技术、制度和话语等方面下功夫,实施意识形态安全精准治理。在思维层面上,应切实树立起整体、关联、智能、预测、动态、共享的大数据思维;在技术层面上,应重点加强大数据实时处理、海量数据存储管理、交互式数据可视化、信息安全与隐私保护等关键技术攻关;在制度层面上,应不断完善中国特色大数据法律保障制度,健全意识形态问题的大数据风险预警制度、舆情应急制度;在话语层面上,应主动融入民众生活圈,精准捕捉民众兴趣点,巧妙转化话语表达方式,使其更具价值观的黏合性。

Research on the Implementation Strategy of Precise Governance of China's Ideological Security in the Era of Big Data

Precise governance is the basic requirement of China''s ideological security governance in the era of big data, which is of great significance to improve the governance effect. In the future, efforts should be made in thinking, technology, institution and discourse for implementing safe and accurate governance of ideology. At the level of thinking, we should set up big data thinking that is integrated, associated, intelligent, predictive, dynamic and shared. At the technical level, key technologies such as real-time processing of big data, massive data storage and management, interactive data visualization, information security and privacy protection should be emphasized. At the institutional level, we should constantly improve the big data legal protection system with Chinese characteristics, and improve the big data risk warning system and public opinion emergency response system. At the level of discourse, it is important to integrate into people''s daily life actively, capture people''s interest points accurately, transform the way of discourse expression skillfully, and make the discourse more cohesive with values.
