农业科技计划管理体制存在的突出问题及对策

分析认为科研经费使用效率低、科技创新主体创新能力低、科技计划缺乏统一管理是当前我国农业科技计划管理体制存在的主要问题,其根源在于科研绩效考评中重视科研资源占有而轻视科研贡献、项目管理松散、项目主管部门缺乏责任人等.提出应该严格科研绩效考评和项目管理,防止项目管理中的寻租活动,切实提高农业科技投入的经济效益.

Discussion on the current agricultural science and technology program management system

Low R&D efficiency, poor innovation ability and uncoordinated plan are the main features of current China''s agricultural science and technology management system. The reason is that evaluation on science research lay too much stress on the possession of resources, despise the contribution of the researchers, loosen the project management and so on. This paper proposed that we should evaluate the performance of R&D critically, strengthen project management to reduce the rent -seeking activities and improve the economic performance of investment in agricultural science and technology.
