我国乡镇企业再创业中重构融资体系的探讨

近年来我国乡镇企业传统融资路径有效性不断降低,资金需求与旧的融资体制摩擦加剧,资金短缺、融资难成为困扰乡镇企业发展的首要难题.乡镇企业在我国农村经济和国民经济中举足轻重的战略地位决定了入世后必须加快乡镇企业的"二次创业"和重新崛起,必须从长计议从制度体制上重新构建包括市场融资系统、合作融资系统和信用担保系统在内的乡镇企业融资体系,解决其发展瓶颈,并从加强法制建设、加大政策扶持和深化金融改革等方面采取措施配套推进.

An approach to reconstruction of system for the township businesses to circulate funds in their second enterprise

Recent the effectiveness of the way for township business to circulate funds is lower and lower, the conflict between the township businesses' demand for funds and old system for them to circulate funds becomes more and more serious; lacking of money and having serious difficult in getting funds is the primary crux that hinders the development of the township business in rural and national economy requires that our country fasten its "second enterprise" and make it occupy a significant position in rural and national economy again. The state must reconstruct a system for township businesses to circulate funds with a systematic and long-term perspective so as to remove the bottle neck in the township businesses' development, such a system must include marketing system for circulating funds, cooperative system for circulating funds, credit - assuring system; moreover, the construction of such a system must be assisted by enforcing legal system, adopting supporting policy and deepening financial reform.
