| 摘 要： | 本文在简要介绍土地利用规划发展历程基础上,提出上一轮土地利用规划存在的问题,并由此引出对新时期土地利用规划修编的新思考。研究表明,作者提出的规划修编新思考对促进地方社会、经济、生态的全面发展有十分重要的意义。
