建立辽宁新型种业体系的思考

在全面建设小康社会时期，充分认识我省种业发展取得的成绩、存在的问题，围绕提高我国农业特别是粮食综合生产能力和农产品国际竞争力，组织实施体制创新工程、科技创新工程、人才战略、强化行业自律，推进信息建设，扩大对外开放和国际贸易与合作，建设适应农业和农村经济发展要求的新型种业体系，加快现代种业发展，以提高农业效益、增加农民收入，促进农村经济发展。

Consideration on Developing New Seed Industry in Liaoning

To build a moderately prosperous society in all respects,it is important and necessary to understand the achievements and problems of seed industry in Liaoning.Aiming on heightening agro-economic benefits,increasing farmer's income and promoting rural economy development,the agro-productivity,especially the grain productivity,and the agro-product competition capability in the international market should be improved.The measures include institutional innovation,scientific innovation,human resource development,industry self-management,information system and international cooperation.A new seed industry will emerge in Liaoning to meet the demands of agricultural and rural development.;
