关于伊春"三林"流转试点情况的调查

伊春市以林权制度改革为突破口,大力发展民有林,以桃山林业局和嘉荫县为试点,进行了森林、林木和林地使用权即“三林”流转。文章通过实地调研,认为其改革突出一个“权”字,落实一个“价”字,体现一个“利”字,利国利民,同时也指出目前存在的认识、评估机构、保险、林权证发放等实际问题,并相应提出政策建议。

An Experimental Survey on Three-forests Transfer

Taking the forestry bereau in Taoshan and Jiayin County as examples, Yichun City develops forests for civil use further, transfering the ownership of forest, forest trees and the tenure of forestland that is so called three-forests transfer. After field survey in Yichun, the paper holds that its reform attaches much importance to ownership, price and interests. At the same time, it puts forward existing problems in current recognition, assessment structure, insurance and distribution of forestry property rights certification and gives corresponding proposals.
