新疆棉花产业发展影响因素分析及相关政策建议

为了解决新疆棉花产业所面临的进口外棉冲击、生产成本上升、自然灾害与病虫害威胁以及棉花产业下游基础薄弱等问题，通过实证分析和调查研究，提出要从加大外棉进口管控、宏观调控、生产环节扶持、基础设施建设、和现代棉花产业体系建设等方面支持新疆棉花产业健康发展的政策建议。
