农村居民点用地整理时序研究——以河北省卢龙县为例

农村居民点用地整理是新农村建设的重要内容，深入开展区域范围内待整理农村居民点时序研究，对于指导农村居民点用地的有序整理具有重要现实意义。以河北省卢龙县为例，选取农村居民点用地整理自然条件、整理经济可行程度、整理迫切度、整理接受程度等13个指标，构建了农村居民点用地整理时序研究的指标评价体系，利用熵权法确定权重，采用综合评价法计算农村居民点整理的综合评价值。基于综合评价分值，运用平均分类法和聚类分析法相结合将农村居民点整理在时间上分为三期，结果表明，近期整理区分布在卢龙镇、石门镇、木井乡、蛤泊乡4个乡镇，居民点待整理面积为3 936.86 hm²、中期整理区分布在刘田各庄镇、双望镇、印庄乡、陈官屯乡4个乡镇，居民点待整理面积为2 999.24 hm²，远期整理区分布刘家营乡、下寨乡、燕河营镇、潘庄镇4个乡镇，居民点待整理面积为2 112.72 hm²。农村居民点整理时序研究，可为制定农村土地整理规划以及确定、实施土地整理项目提供决策依据。

Study on Consolidation Schedule of Rural Residential Land-A Case Study on Lulong County of Hebei Province

Rural residential land consolidation is the most important content in the new countryside construction. To build rural residential land consolidation orderly, it is of great practical significance to develop a deep regionalization research to rural residential land consolidation. Taking Lulong county as an example and selecting the 13 factors such as natural conditions, economical feasibility, desire to land consolidation and the acceptance of the peasant concept and so on, this paper established the assessment index system for the temporal sequence of rural residential land consolidation. The weights are determined by entropy method and assessment values are attained by comprehensive evaluation model. Moreover, based on the comprehensive evaluating values, it takes average-classification method and cluster method comprehensively to divide the consolidation land into three periods: nearest consolidation area are located in Lulong, Shimen, Mujing and Gebo with the area about 3 936.86 hm², mid-term consolidation area are located in Lutiangezhuang, Shuangwang, Yinzhuang and Chenguantun with the area about 2 999.24 hm²; forward consolidation area located in Liujiaying, Xiazhai, Yanheying and Panzhuang with the area abou 2 112.72 hm². Through the research on consolidation schedule, it provides scientific basis for land consolidation plan, the selection of land consolidation project and the implementation on land consolidation.
