节水农业推广的若干问题及对策建议

节水农业包括农学范畴的节水、灌溉范畴的节水及农业管理范畴的节水。从不同角度对我国节水农业开展和推广的障碍因素进行了认真的综合与总结,具体包括认识问题、工程技术问题、管理体制问题、水价问题、资金问题、政策法规问题等多个方面,并对各方面的问题进行详尽分析。在此基础之上,提出加快节水农业建设的对策为:提高全民节水意识,因地制宜地选择和推广农业节水技术,建立统一的水资源管理体制,逐步理顺农业水价政策,制定并完善节水投资政策及建立高效持续的节水农业示范区等。

Several Problems and Countermeasures of Water-saving Agriculture Spread

Water-saving agriculture contains three aspects,namely agricultural category of water-saving,water-saving irrigation and agricultural water-saving management.In this paper,the obstacle factors for spreading water-saving agriculture in China are clearly summarized and analyzed from different angles,such as consciousness,engineering technique,management system,water price,fund,policy,laws and regulations,etc.Based on exhaustive analysis,several countermeasures and suggestions,such as enhancing public water-saving consciousness,selecting and spreading water-saving technology adapted to local conditions,establishing unified water resources management system,and so on,are pointed out in order to promote water-saving agriculture construction.
