省级农科院编制5年规划的有关问题探讨

"十二五"发展规划编制是2010年各省级农科院的重点工作。省级农科院是农业科技创新主体的重要组成部分、省(市)农业的发展领军、服务"三农"的重要科技支撑,其科研活动具有地域特色。该文在分析这些特点和梳理规划工作节点的基础上,指出了成立规划编制组织、开展专题调研、进行文案研究、探讨发展"定位"和"目标"、明确重点工作、做好各方衔接与沟通等是省级农科院规划编制过程中的六大重要节点;结合规划编制经验,提出了定位不准确、重点不突出、目标太具体、沟通不深入4个规划编制工作中需要克服的问题,以及合理科学的意见和建议。

ISSUES ON THE COMPILATION OF FIVE-YEAR PLANNING OF PROVINCIAL ACADEMY

Twelfth Five" development planning is the main work of provincial Academy of Agricultural Sciences. Provincial Academy of Agricultural Science is not only an important part for technological innovation, but also the key scientific and technological support for the development of provincial (city) agriculture, whose research activities have regional characteristics. Based on the analysis of the characteristics and the planning work, this paper pointed out six important notes during the process of the compilation of planning, such as establishing planning team, carrying out special investigations and clerical study, discussing "position" and "target" of the development, understanding important work, and improving connection and communication and so on. The author, with his experience in planning, put forward 4problems needed to be solved, and proposed reasonable scientific opinion and suggestions.
