甘肃省高寒阴湿地区区域水资源开发与水利发展对策

高寒阴湿地区区域水资源并不丰富。开发潜力与不利条件并存，开发程度与利用难度同步。应针对区域水资源的分布特点及水利建设中存在的突出问题，以发展小型水利为突破口，分层次实行立体开发，把现有水利工程的更新改造和提高抗灾能力作为目前和今后水利建设的重点来考虑，从技术措施、经济手段、政策保证几管齐下，全面落实全盲“２２２７４工程”战略。

The Countermeasure of Opening up the Area Water Resourceand Developing the Water Conservancy in High Cold and Damp Area of Gansu Province

The water resource in high cold and damp area is not rich. The development potential associates with the disadvantage condition,and the development level takes place synchronously with the use difficulty.Based on distributing speciality of the area water resource and the very problem in water conservancy construction,this paper presents the scheme of developing small water conservancy and opening up water resource of three demensions.Under the support of technology measures, economic methods and good policies,in order to implement the Gansu provincial “22274 project”,the improvement of hydraulic engineering and increase of anti-drought power in the present and future must be emphasized.
