青海省湟中县农村土地流转服务平台的设计与实现

为建立健全县域农村土地流转服务机制，完善县、乡、村3级土地流转服务和管理网络，以农村土地承包经营权流转业务在青海省西宁市湟中县的开展实践为基础，基于农村土地承包经营权确权登记数据以及湟中县基础地理数据，设计并实现了湟中县农村土地流转服务平台，为流转双方提供了方便快捷、精准有效的信息发布、政策咨询等服务，实现了流转过程的信息化和规范化管理。 

Design and Implementation of Huangzhong Rural Land Circulation Service Platform

In order to establish and improve service mechanism for circulation of countryside rural land in county-level city，complete service and management network in county-level，township-level and village-level，based on contractual operation right of countryside land in Huangzhong county，Xining city of Qinghai province，using the database which come from rural land contract and management rights to register ownership and geographic information，a platform was designed.It could quickly and effectively provide information post and policy advice service.Circulation process was made more and more informative and standardized.
