河北平原区春季人工影响作业管理存在的问题及应对措施

河北平原是我国重要的粮食生产基地,其农业用水量较大与水资源短缺之间的矛盾突出。春季干旱是影响当地农业发展的重要原因,如何解决干旱问题也是该地区农业发展面临的重大挑战,所以做好春季人工影响天气工作至关重要。但通过对河北省平原区人工影响天气作业基层单位调查发现,一些基层作业单位在日常人工影响管理工作方面存在着科普宣传力度不够、作业人员素质偏低和培训力度不够、相关部门对人工影响天气工作有干扰以及干旱作业时与作业点周边群众客观存在纠纷等问题,这些问题是影响当前人工影响天气工作开展的重要因素。本文对这些问题进行了深入的分析,提出了相应的应对措施和改进方向。#$NL

The problems and countermeasures of figure work management in Hebei plain area in spring

The Hebei Plain is an important grain production base in China,the contradiction between agricultural water and total water resources is outstanding.Spring drought is a major challenge and an urgent problem affecting the development of local agriculture, and it is of great importance to do weather modification work well in spring. However, through the investigation of grassroots weather modification operation units in plain areas of Hebei Province, it is found that some grassroots operation units have insufficient popularization and publicity efforts in daily human figure management, low quality of operators and insufficient training, interference of relevant departments in human figure work and objective disputes with people around the operation sites,which are important factors affecting the development of current human figure work. This paper makes an in-depth analysis of these problems and corresponding countermeasures and improvement directions are put forward.
