新型农民培育的路径选择

新农村建设既需要体制内的动力,也需要体制外的推动。农民是新农村建设的建设者、受益者和管理者。新型农民作为新农村建设的主体,其素质的高低直接决定着新农村建设的成效。培育新型农民,契合新形势下农村建设的实际,是农村内生性动力和外源性动力和谐统一的根本保证。新型农民培育必须从应急式管理中摆脱出来,在长效机制上下功夫,在解决突出问题上出实招。
