陇南农村劳务经济发展现状及对策研究

近年来,陇南农村劳务经济发展取得了巨大成效,呈现出规模日益扩大、输转方式转变、带动农民增收效果明显等特征.然而.陇南发展农村劳务经济还面临思想观念传统守旧、劳务输转组织化程度较低及农村劳动力整体素质偏低等制约因素.为进一步促进劳务经济发展,提出了以下对策:多种方式进行宣传,改变农民传统观念;发挥政府组织引导作用,提高劳务输出组织化程度;加强教育和职业技能培训,提高农民工整体素质;消除"二元"体制性障碍,保障农民工合法权益;发展地区社会经济,促进就地就近转移.

Developmental Situation and Strategies of Rural Labor Economy in Longnan City

In recent years,the development of rural labor economy in Longnan has made great achievements,its characteristics include the scale of labor economy has increased,the mode of transfer has changed and peasant income has increased greatly.However,the rural labor economy of Longnan still face to many constraints,such as traditional old-fashioned ideas,low organization degree of labor output and low overall quality of rural labor.In order to promote the development of rural labor economy,five developmental countermeasures were proposed as follows:using various publicizing methods to change the outdated concept of rural labor;playing the role of organization and lead of government to enhance the organization degree of labor export;strengthening education and vocational skills training to enhance the overall quality of rural labor,removing institutional barriers to protect the legitimate rights and interests of rural labor; developing the rural economy to promote local transformation.
