苏子河姚家山水利枢纽工程建设中水土流失及其防治

姚家山水利枢纽工程是一座以发电为主,兼顾防洪、灌溉等任务的重要水利枢纽工程.该工程对地方经济发展,优先开发绿色能源,解决农民燃料和改善农村能源结构问题,改善辽宁省东部山区的生态环境,提高人民生活水平,促进全面建设小康社会有重要意义.在工程建设过程中和项目建设后产生水土流失问题,为了保护主体工程的安全,维护和提高项目区乃至周边地区的生态环境,采取有效的水土流失预防与治理措施,笔者结合水库工程的特点,采用定性、定量相结合的水土流失预测方法,利用分区的防治方法,因害设防,合理编制水土保持方案.对项目主体工程的顺利开工与建设以及提高周边的环境质量有重要意义.

Study on Soil and Water Loss during Yaojiashan Water Project in Suzihe River

The key water project of Yaojiashan was constructed for power generation,flood control and irrigation.Yaojiashan water project played an important role in solving energy structure problem in the countryside,improving the eco-environment in Liaoning mountainous areas as well as people's living standard and promoting the economic growth and greenhouse energy development.Effective measurements of preventing and controling water and soil loss were adopted to protect the main project and solve soil erosion problem after the construction of water project.Programs of soil and water conservation were put forward with the quantitative and qualitative prediction methods,which was important to the improvement of environmental quality and the construction of water project.
