林业两高人才队伍建设研究

摘    要:加强林业两高人才队伍建设,是应对日益激烈的部门人才竞争和提高林业创新能力的迫切需要,是服务生态林业和民生林业的基础保障。如何加强林业高层次创新人才和高技能人才队伍建设,已成为新形势下事关林业发展全局的重大课题。目前,我国林业两高人才工作还存在体制机制不健全、开发投入严重不足等问题,建议从加强林业两高人才队伍培养、评价、使用和引进,以及提高林业两高人才服务保障机构能力建设等方面着手解决现存的问题。

Abstract:Strengthening the team construction of "two highly" qualified personnel in forestry is an urgent requirement in addressing the increasingly fierce sectoral competition for qualified personnel and improving the ability of forestry innovation, and also a basic guarantee for serving the eco-forestry and livelihood forestry. How to strengthen the team construction of highly innovative and highly skilled personnel in forestry has already become a major issue concerning the overall development of forestry under the new circumstances. At present, there are some problems in the mechanism and serious shortage of inputs to the work of "two highly" qualified personnel in China forestry. We suggest that we should strengthen the team training, evaluation, utilization, introduction and on how to improve the capacity building of service security institutions for "two highly" qualified personnel in forestry to solve the existing problems.
