烟区产业综合体建设评价标准研究

烟区产业综合体建设是巩固烟区脱贫攻坚成果、推动烟区产业现代化转型升级的重要途径。烟区产业综合体建设评价体系为科学、精准实施烟区产业综合体发展规划提供依据。根据陕西烟草产业综合体的建设模式与内容,考虑“烟叶+多元产业”协同发展主题,从土地流转与保育、基础设施配备水平、农机具配置水平、烤烟产业发展水平、多元产业发展水平和合作社专业服务能力六个维度构建烟区产业综合体建设评价体系,采用层次分析法赋值权重。结果表明,“土地流转与保育”在烟区产业综合体建设评价中权重最高,其次是“烤烟产业发展水平”,二者权重之和超过60%。为此,需要重视宜烟田块集中连片评价,积极培育职业烟农和家庭农场种植主体。

Evaluation Standard for Industrial Complex in Tobacco Area

The construction of industrial complexes in tobacco-producing areas plays a vital role in consolidating the achievements of poverty alleviation and promoting the modernization in thess regions.Developing an evaluation system for tobacco-producing industrial complex construction provides basis for accurate planning and implementation.Taking into account the construction mode and content of the Shaanxi tobacco industrial complex, and in line with the theme of coordinated development encompassing "tobacco + diversified industries," an evaluation system for the construction of the tobacco industrial complex has been formulated from six dimensions, namely land transfer and conservation, infrastructure equipment, agricultural equipment allocation, development of flue-cured tobacco industry , pomotion of multi-industry development,enhancement of professional service capabilities of cooperatives.The Analytic Hierarchy Process( AHP ) was used to assign weights. The results showed that "land transfer and conservation" had the highest weight in evaluating industrial complex construction in tobacco-growing areas, followed by "development level of flue-cured tobacco industry", with combined weight of the two exceeding 60%. Therefore, it is essential to emphasize suitable tobacco-producing areas, actively cultivate professional tobacco farmers and family farmers, and prioritize the evaluation of these factors
