牢固树立和认真落实科学发展观 努力促进长江上中游人与自然和谐发展

"长治"工程自1989年实施以来,初步摆脱了长江上游严重的水土流失困境,显著改善了治理区群众生产生活条件,加快了广大治理区群众脱贫致富的步伐,人为水土流失得到有效遏制,共治理水土流失面积8万多km2。工程建设的宝贵经验是:强化行政推动,加强统筹协调;强化科学防治,拓宽工作思路;强化项目管理,不断创新机制;强化预防保护,坚持依法行政。新时期和新形势下,要充分认识长江上中游水土保持重点防治工作的艰巨性、重要性和紧迫性,以科学发展观为指导,提高认识,明确目标,创新思路,加快发展。提出了当前应抓好的四项工作。

Firmly Setting up and Earnestly Putting the Idea of Scientific Development into Effect,Making Great Efforts to Get along Harmoniously Development with Nature in the Upper and Middle Reaches of the Changjiang River

Since 1989 the implementation of “the Changjiang River Management” Project, the upper reaches of the Changjiang River has preliminarily extricated itself from a predicament of severe soil and water loss, notably improved production and living conditions of the local people, accelerated the speed of alleviating poverty and becoming prosperous of the people living in the project area, effectively contained the situation of artificial soil and water loss and totally controlled soil and water loss area of 80 000 km 2. The valuable experiences have been gained from the project are as follows: To strengthen administrative promotion and take an overall consideration and coordination; To intensify scientific prevention and control and widen the train of thought; To strengthen project management and continuously blaze new trails in mechanism and; To strengthen prevention and protection and persist in administration according to law. During the new period and under the new situation, we should fully understand the difficulty, essentiality and urgency of key prevention and control work of soil and water conservation conducted in the upper and middle reaches of the Changjiang River, deepen our understanding, have a clear aim, blaze new trails in thinking and speed up development by taking scientific-orientated development as guidance. The paper puts forward four items of work that should be carried out at present.
