非传统安全定义辨析

近年以来，非传统安全受到学界的普遍关注。但就其定义而言，却众说纷纭，莫衷一是。这除了“非传统安全”本身需要有一个不断探索和认识的过程外，从另外一个层面也说明这个问题本身的复杂性。有人说，非传统安全是个问题域，这可能道出了问题的本质。但无论怎样，科学的发展需要不同角度的审视和探讨。基于此，本文对目前学界出现的相关定义进行了一些概括和综述，并从安全、传统安全出发，对非传统安全这一概念进行了一些探讨。

Analyses of the Definition of Non-traditional Safety

Non - traditional safety has been attracting a lot of attention in academic circles in recent years. But the opinions about its definition vary greatly. That not only tells us that “non -traditional safety” itself needs a process to be explored and understood continuously , but also tells us the complexity of the question itself on another level. Non - tradional safety is a domain of questions as some- one says, this probably tells us the nature of the question. But in any case, the development of science needs to be scanned and dis- cussed from different angles. Based on this, this paper generalizes and summarizes the correlated definitions that exist in the academic field, and discusses the concept of non - traditional safety from safety and traditional safety angles.
