重庆市酉阳县实施整村推进式扶贫的调查与思考

酉阳土家族苗族自治县,是我国典型的西部少数民族地区,全国扶贫工作重点县。解决酉阳县贫困问题,促进酉阳县县域经济的发展,对于加快重庆社会主义新农村的建设和我国西部大开发战略的实施都十分重要。研究酉阳县的反贫困问题也因此具有了重要的意义。整村推进式扶贫是我国现阶段扶贫开发工作中重要的扶贫方式。酉阳县实施整村推进式扶贫距今已有4年,取得了一定成效。作者对酉阳县实施整村推进式扶贫的模式及成效进行了深入的实地调查,归纳出了整村推进式扶贫的基本模式及要素,总结了酉阳县实施整村推进式扶贫过程中出现的一些问题,并提出了相应的政策建议。希望本文的分析与建议能够对全国相似地区的扶贫开发工作具有一定的借鉴意义。

Research on the Hamlet Advancement of Poverty Relief in Youyang County

Youyang Tujia and Miao autonomous county is one of the typical minority nationality regions in West China, which is also the keystone of the national poverty relief work. Youyang's poverty relief and regional economy is very important to the development of Chongqing, as well as the implementation of the West-China development strategy. Thus research on Youyang's poverty relief makes sense. Hamlet advancement is a new important pattern of poverty relief in China at present. It has worked in Youyang effectively for four years. The author has done some research on the model and impact of hamlet advancement in Youyang County, generalized the fundamental pattern of hamlet advancement, summarized problems in the process of hamlet advancement in Youyang, and promoted recommendation to the policy maker. The author hopes that opinions and suggestion in this article be useful for reference to poverty relief in other similar regions nationwide.
