国外土地环境评价方法及其在杭州市土地环境评价中的应用

摘    要:土地环境性评价在中国研究较少,该文通过总结国外评价经验,以杭州市为例进行了土地环境初步的探索,以期待为中国开展土地环境性评价提供参考。该研究选取了生物多样性、地下水、土壤有机质、地形、大气环境质量等指标,通过专家咨询法确定指标权重,建立评价模型,对杭州市进行了土地环境性评价,并应用GIS技术划分了杭州市土地环境性敏感区。研究结果将杭州市划分为土地环境敏感区Ⅰ、Ⅱ、Ⅲ,对各敏感区的土地利用以及中国开展土地环境性评价时在评价因子的选取、管理政策、事前评价与复原管理等方面提出了建议。

Abstract:At present, the research on environmental evaluation for landin China is seldom reported. Based on the foreign experience about environmental evaluation of land, the authors took the city of Hangzhou as an example, and then applied the land environmental evaluation in land planning, and finally gavesome suggestions on land use in China. In this paper, the authors chose biodiversity, content of underground water, content of soil organic matter, topography, atmosphere environment quality as evaluation factors. According to the weighting coefficients of evaluation factors in environmental evaluation, the environment sensitive area of Hangzhou was divided into three parts based on GIS technique. Finally, the selection of indices in land environmental evaluation, policy-making, ex ante appraisal and ecological recovery, etc., for Hangzhou city weresuggested.
