| 摘 要： | 流域水资源环境是流域管理的一个重要方面,通过对流域水资源环境管理的特殊性、复杂性及关键性、突出性问题进行全面分析,阐述实现《水法》和《水污染防治法》两法对接,建立流域水资源管理新机制的观点,并就进一步完善水资源环境管理的经济政策进行论述。

| Abstract: | Water resource environment is an important part of drainage area management.The particularity,complexity,significance and highlighting for mangement of water resources environment in drainage area were completely analyzed.The connections of water law and water pollution protection law were dicussed.The new system idea of management of water resource environment in drainage area was establised and the economic policy of management of water resource enviroment was decribed for the further improvement. |
