| 摘 要： | 生态环境是人类生存发展的基本条件，是经济和社会发展的基础；可持续发展是经济、社会、资源和环境协调发展的重要保证。面对新疆生态环境的脆弱性和现阶段发展中存在的不可持续性等问题，新疆在转变发展方式、实现科学跨越、后发赶超的过程中必须以党的十八大精神为指导，认真贯彻落实科学发展观，把走“资源开发可持续、生态环境可持续”发展道路作为必然选择、重要途径和根本保证。

| Abstract: | The ecological environment is the basic conditions for human survival and development, the foundation of economic and social development. Sustainable development is an important guarantee for the coordinated development of environment, economy society and resources. Facing the vulnerability of the ecological environment and unsustainability in current development, Xinjiang, in the process of transformation patterns of development and latecomer catch-up, has to be guided by the spirit of the 18th CPC National Congress scientific leap, conscientiously implement the scientific concept of development, take ＂resources sustainable development, ecological environment sustainable development＂ as an inevitable choice, an important way, and the fundamental guarantee. |
