澜沧县退耕还林工程实施现状及发展对策

介绍澜沧县退耕还林工程实施的规模、布局,林种与树种结构,造林模式,造林质量,产业培植与发展以及取得的生态、经济效益,农户生计与工程成果巩固等情况。对退耕还林实施中存在的重点不突出,布局不合理,后续产业发展滞后,退耕成果难巩固,工程管理有漏洞等问题进行分析,藉此提出了落实林权,延长补助期限,有序组织劳务输出,建立科技支撑体系等对策。

Implementation Status of Returning Farmland to Forests and Its Developing Strategies in Lancang County

The implementation status of returning farmland to forest i. e. , size, layout, tree species and species structure, afforestation mode, afforestation quality, industrial cultivation and development, eco-logical and economic benefits, farmers livelihoods and engineering achievements were introduced in this paper. Analyzed issues such as key point none highlighting, irrational distribution, follow-up industrial development lag behind, difficult to consolidate project achievements, management loopholes etc, and put forward countermeasures to implement forest rights, extend the subsidy period, and orderly organize labor export services, and to establish technology support system and others.
