皖北城镇化与就业协同发展问题

皖北地区城镇化水平发展缓慢,长期处于较低水平;同时该地区人口文化素质水平相对较低,直接制约整个地区就业结构升级.基于２００１—２０１６年时间序列数据,通过构建回归模型,考察皖北地区第一、第二、第三产业就业结构和城镇化之间的动态关联过程,结果显示:在皖北地区城镇化的发展历程中,第二、第三产业的就业结构对劳动力的吸纳起主导作用,非农产业就业结构与皖北地区城镇化发展长期保持在一个比较均衡的状态.应采用优化产业结构、加大人力资本投资等措施来推动皖北城镇化和就业协同发展.

Synergetic Development of Urbanization and Employment in Northern Anhui

The urbanization in Northern Anhui develops slowly and for a long time remains at a low level. At the same time, the cultural quality of the population in the region is also at a low level, which directly restricts the upgrading of employment structure of the whole region. Based on the time series data from 2001 to 2016 and by building a regression model, this paper investigates the dynamic relationship between employment structure of primary, secondary and tertiary industries and urbanization development of the region. The results show that: in the urbanization development, the employment structure of secondary and tertiary industries plays a leading role in absorbing labor force; non farm industry employment structure and Northern Anhui urbanization development keep in a relatively balanced state for a long time. Measures, such as optimizing industrial structure and increasing human capital investment, should be adopted to promote the synergetic development of urbanization and employment in the region.
