论高标准基本农田建设与粮食安全

在研究国内外粮食供给现状的基础上，提出了粮食安全不仅是经济问题，更是政治问题的新观念；在阐述粮食安全基本理论时认为，耕地数量是保障粮食安全的前提，耕地质量是保障粮食安全的基石，基于此，提出建设高标准基本农田，夯实我国粮食安全的基础的方法和途径，即要有健全的投入机制，要有统一的建设目标、标准和内容，要有可操作的管护机制。

Construction of High standard Basic Farmland and Grain Security

Based on the study of food supply situation at home and abroad, the study puts forward the new concept that grain security is not only an economic issue, but also a political one. It holds that the amount of arable land is the premise of guaranteeing grain security and the quality of cultivated land is the cornerstone of guaranteeing grain security when expounding the basic theory of grain security. Based on this, the paper puts forward the methods and ways of constructing high standard basic farmland and consolidating the foundation of China''s grain security, including sound investment mechanism, unified goals, standard and contents of construction, exercisable management and protection mechanism.
