新疆苜蓿生产可持续发展研究

摘    要:在对新疆苜蓿生产现状实地调查的基础上,分析了苜蓿生产中存在问题,并提出了解决对策。2000~2003年,全疆苜蓿的种植面积由12.0万hm^2迅速扩展到了30.1万hm^2,平均每年递增4.5万hm^2,发展速度达到了历史最快水平。但由于受视草为副业的传统观念和生产技术条件限制。苜蓿生产仍处于极其粗放的经营状态,生产比较效益低下,农牧民种草积极性不高,生产发展波动大。转变观念、强化转化链条建设、积极开发市场、进一步加强科技支撑力度、政策上继续给予扶持,将有利于促进新疆苜蓿产业的建设与发展。

Abstract:On the basis of investigation on the current situation of alfalfa production in Xinjiang,the problems of alfalfa production were analyzed and some strategies were put forward.From 2000 to 2003,the area of alfalfa rapidly was increased from 120 000 hm~2 to 301 300 hm~2 in past 4 years in Xinjiang,the average increase was 45 300 hm~2 every year,and the development speed reached all-time highs in Xinjiang.But because of the limitations of traditional concept of regarding paratacultural as sideline production and production technology condition,the alfalfa production was still on the extremely extensive management status,the production benefit was low,the attraction to farmers wasn't high,the production development of alfalfa fluctuated obviously.Changing concept,strengthening industry chain construction,actively developing market,furthermore enhancing support of science and technology,increasing policy support,will be benefit to promote the construction and development of the alfalfa industry in Xinjiang.
