试析耕票制度与有效遏制耕地季节性抛荒

全国耕地抛荒问题比较严重.解决抛荒问题,必须依赖制度设计.把耕票制度设计引入抛荒问题解决,在目前全国土地逐块标号基础上,核定具体耕地实际复种指数；以现有地块近年平均复种指数为标准,制定具体地块法定复种指数.建立解决抛荒问题的耕票市场,鼓励农民在保证法定复种指数条件下,将通过提高复种指数而相应增加的土地指标进入耕票市场交易,获得收益.提高农民提升复种指数积极性,确保国家粮食安全.

Study on Land Securities Exchange and Efficient Resistance Seasonal Abandoning Farmland

The abandoning farmland problem is very serious in China. We must rely on system designing to solve this problem. The paper suggests that land securities exchange system designing should be introduced to solve the problem of abandoning farmland. Multiple cropping index should be verified on the basis of land registration. Statutory multiple cropping index of current farmland should be designed based on average multiple cropping index of current farmland in recent years. Land securities exchange market should be established to encourage farmers to benefit from land ticket transfer under the condition of guaranteeing statutory multiple cropping index. These measures will prompt farmers' enthusiasm on multiple cropping index and will insure food safety of the country.
