客观认识当前农村形势 构建农民增收长效机制

党要做到“立党为公，执政为民”，必须切实维护作为大多数人的农民利益。要保持农民收入的持续稳定增长，必须从全局和战略的高度出发，客观认识当前农民增收面临的新形势，从农业内部、农村内部和农村外部这三个层次全方位地来构建农民增收的长效机制，切实解决好农民增收问题。

Understanding the Present Rural Situation and Constructing the Long Time System to Raise Peasants' Income

Our Party must maintain the interests of peasants, who hold the most part of Chinese people, because the aim of CPC is to "build a party for the interests of the people , assume power for the people". In order to keep peasants" income increasing continually and steadily, we must proceed from height of the overall situation and strategy, understand the new situation that the peasants facing to increase income objectively. We must construct an omni-directional system from three levels, they are the inner part of agriculture, the inner part of countryside, and the outer part of countryside.
