摘    要:本研究从经济效益、社会效益、生态效益三个方面构建了基于灰色关联TOPSIS法的评价指标体系,采用障碍度模型,对常州市城市土地利用效益进行了评价。结果表明:(1)2001—2011年常州市城市土地利用效益总体水平不断提高,效益指数从0.347 4上升到了0.641 3,经历了中等效益—良好效益的过程;(2)长远来看,经济效益是影响城市土地利用效益的首要因素。经济效益的障碍度以年均7.67%的速度增加,而社会效益和生态效益障碍度以年均2.34%和6.96%的速度下降。(3)影响城市土地利用效益的主要障碍因子包括单位固定资产投资的GDP、城市居民平均恩格尔系数等。最后根据常州市城市土地利用现状提出提升效益水平的途径。

Abstract:Efficiency evaluation on urban land use system and diagnosis of its obstacle indicators would be greatly helpful for sustainable land use. On the basis of evaluation on the comprehensive efficiency of urban land use in Changzhou city, this paper used a theoretical model to assess the land use efficiency. The evaluation index system was built with the indices of economic efficiency, social efficiency, and ecological efficiency. As urban land use is a complex multi-objective system, the evaluation index system was constructed based on the gray correlation TOPSIS method. Results showed that: (1) the urban land use efficiency was gradually increasing, with the efficiency index increasing from 0.347 4 to 0.641 3 during the period 2001—2011, the degree of land use efficiency generally experienced two stages, i.e., medium performance, and good performance; (2) in the long run, the economic efficiency was found to be the major factor affecting urban land use efficiency, the obstacle degree of economic efficiency increased by an annual average of 7.67%, but the obstacle degree of economic and ecological efficiency decreased by an annual average of 2.34% and 6.96%, respectively; (3) GDP of per investment in fixed assets, Engel coefficient of urban households were verified to be the key obstacle for further improvement of urban land use efficiency. Finally, we put forward the main pathway to improve urban land use efficiency according to the status of urban land use.
