| 摘 要： | 建设上海国际花卉交易中心不但是上海花卉业及其相关产业发展的需要，而且是增强上海为全国农业发展服务的功能．把上海建设成为国际经济、金融、贸易、航运中心的必要勤举措。文中依据世界和中国花卉产业生产、销售的背景，分析上海建设条件，探索必需解决的问题并提出若干对策措施。
