农村土地流转的制约因素分析及对策建议——基于四川省农村土地流转实证分析

农村土地流转有助于优化土地资源配置、提高土地利用效率以及促进农业产业结构调整和农民增收,它是实现农业现代化的重要推动力。文章对四川省农村土地流转进行了实证分析,从农村土地流转的主体、市场及相关政策制度三个层面,深入分析了影响四川省农地流转的制约因素,并提出了通过转变农民农地流转观念,健全农地流转中介组织,明晰农地产权,完善农村社会保障体制等对策,以加速推进四川农村土地流转的发展。

Analysis on Limited Factors of Rural Land Circulation and Policy Proposal,Based on the Empirical Analysis of Rural Land Circulation in Sichuan Province

Rural land circulation is benefit for the optimal allocation of land resources, the efficient use of the land, and the improvement of agricultural structure and rising of farmers＇ income. It is an important driving force of agricultural modernization. An empirical analysis on the rural land circulation in Sichuan Province was made in the paper. Factors limited rural land circulation were analyzed in depth from three aspects, i.e., the main body, the market and the relevant policy of rural land circulation. Countermeasures and suggestions to improve the process of rural land circulation in Siehuan Province were proposed, which include changing farmers＇ concept of land circulation, setting up medium organization, making clear property of farmland and perfecting rural social security, etc.
