| 摘 要： | 在三亚市集体林权制度主体改革基本完成后,针对当前林权流转、采伐管理、林业产业组织方式、科技支撑等机制不适应现代林业发展需要等问题,指出了林改综合配套改革的重要性,进而提出了林权主体改革后综合配套改革的想法和建议.

| Abstract: | After the completion of collective forest right system reform in Sanya,the mechanisms of forest right transferring,logging management,structure of forest industry,technology support have not longer meet the requirement of the development of modern forestry.This paper stress the importance of synthetically reform of collective forestry property rights system,suggestions and measurements were proposed. |
