| 摘 要： | 在分析城市化与土地利用控制关系的基础上,指出土地利用规划控制是政府对土地利用实施控制的最基本手段。从规划控制的实施情况来看,规划控制不断受到市场的挑战与冲击,规划控制的时效性与灵活性经常受到质疑并成为目前规划控制编制与操作中的一大难点,而规划控制在编制上和管理方面的不足也给城市的规划管理工作造成了麻烦。为了达到控制的目的,应采取相应的改革措施,如加强公众参与监督、实现规划控制法制化来保证土地利用控制的顺利实行。

| Abstract: | The relationship of the urbanization and the land-use control was analyzed.Programming control was the basic tool for the government.The programming control was subjected to the market continuously in the actual development process in land.The time limited efficacy and flexibility of the programming control which was questioned currently became a big crux.The deficiency of the programming control in the compilation and management would make trouble.In order to control the land-use programming,the corresponding measures should be adopted,such as public supervision,control legalization,etc. |
