从黑龙江省的农业资源、市场前景、国家粮食政策、农民增收方面，分析了黑龙江省发展粮食依托型产业的必要性；提出振兴黑龙江农村经济，必须以市场为导向．以畜牧业与农产品加工业为重点．发展粮食依托产业；并指出应推进产权、管理等方面的改革．为粮食依托型产业的发展创造宽松的政策环境。

Developing Industry Based on Grain and Vitalizing Rural Economy of Heilongjiang Province

This paper analyses the necessity of developing the industry based on grain from four aspects of agrarian resources,market prospects,national grain policies and increasing farmers income of Heilongjiang Province,then puts forward,to develop the industry based on grain and vitalize the rural economy of Heilongjiang Province should be marketoriented,and the developing emphases should by the industries of animal husbandry and agrarian product processing.Finally it points out the reform of property,management and others related should be carried forward to create the comfortable circumstances of developing the industry based on grain.
